Burnham U-turns on the U-turn: after just 24 hours, he reverts to the previous policy that Scotland *doesn't* have the same right to democratic self-determination as Northern Ireland for "historical reasons". Is that code for "the UK government is punishing Scotland for being impeccably peaceful", Andy?
